The Institutional Basis of Human Capital Market
In order to help a general social arrangement the state can offer a mediation of the labour and the unemployment insurance. In that case, subjects involved in the labour market cannot compete mutually for an achievement of a maximal long-term gain. It is proposed a replacement of the labour market for a human capital market. It is given an impetus to a development of institutional structure of the human capital market (a foundation of private mutually competitive employee insurance companies). The making of this market would carry the ability to bridge over spreading gap between employed and unemployed. Individual ability to look for the employment for his (human) resources, it is the different matter from employability of this individuals.
